I am writing to raise a serious concern about the public notice for CB 121011. The notice is dated September 11, 2025, but it was not published in the Land Use Information Bulletin until September 15, 2025. The Council’s preferred deadline for written comments is September 22, 2025.
That gives the public only 7 days from publication or 11 days from the date of the notice— well short of the 14-day minimum comment period required under Seattle Municipal Code Chapter 25.05 (SEPA rules) and the Growth Management Act (RCW 36.70A.035) for amendments to development regulations.
Beyond the legal shortfall, there is also an equity concern. Many residents are deeply engaged in the One Seattle Plan process. Compressing the Roots to Roofs comment period into less than two weeks makes it nearly impossible for impacted communities—particularly those in Environmental Justice Priority Areas—to review the amendments and provide meaningful input.
For both reasons, I respectfully request that the Council extend the comment period for CB 121011 to at least 30 days. This extension is necessary to ensure compliance with statutory requirements and to uphold the City’s stated commitments to equity, transparency, and meaningful public participation.
